CAIRO – 17 November 2025: Head of the Egyptian National Elections Authority, Judge Hazem Badawi affirmed on Monday that the Authority has been following the electoral process since the beginning and that “there is nothing to hide or cover up.”
In a press conference, NEA head said that the authority is still examining all complaints received, and that the correct procedures will be taken, “even if this leads to the cancellation of the entire 2025 parliamentary election or partially in some districts.”
He added that all received complaints are concerning certain districts, not entire Governments, and confirmed that the results will be announced, Tuesday as per the announced timetable, including the results of the issued complaints.
“Everything that happened in the electoral process is still under thorough examination and scrutiny by the Authority’s board,” Judge Badawi said.
He noted that NEA has received 88 complaints regarding violations in the electoral process, and that all complaints will be examined.
NEA head affirmed that the Authority is an “independent body and have full authority over elections, including the power to cancel them entirely.”
He confirmed that any violation that occurred in any polling station will result in the cancellation of the entire district's results.
Counselor Ahmed Bendary, Director of the Executive Body of the National Elections Authority said that the whole body of the Authority are judges, and eventually “they will not accept any injustice against any Egyptian citizen.”
He explained that no official candidate's withdrawal via social media is considered valid; rather, candidates wishing to withdraw must follow the established legal procedures.
He affirmed that NEA still adhering to the elections timetable, and that final results will be announced, Tuesday.
President Sisi demands an investigation
Egypt’s President Abdel Fattah El Sisi requested the National Elections Authority on Monday to conduct a full examination and investigation into some of the events that took place in several electoral districts where individual candidates competed in the 1st phase of the 2025 parliamentary elections.
“I have received reports of events that occurred in some electoral districts where individual candidates competed. These events fall under the sole jurisdiction of the National Elections Authority,” President Sisi wrote on his social media accounts.
He asked the Authority not to hesitate to take the appropriate action “if the true will of the voters cannot be ascertained; whether by completely canceling this phase of the elections or partially canceling it in one or more electoral districts, with the understanding that the elections for those districts will be held later.”
“I urge the Authority to make the proper decisions that honestly reflect the true will of the voters. Furthermore, I urge the Authority to enhance the transparency of the procedures by ensuring that each candidate's representative receives a copy of the vote tally from the sub-committee. This will ensure that the members of Parliament truly represent the people of Egypt,” President Sisi wrote.
He also asked the National Elections Authority to announce the measures taken regarding the violations it has received in election campaigning, so that effective oversight of this campaigning is achieved, and so that it does not go outside its legal framework or repeat in the remaining election rounds.
President Sisi affirmed that these events fall under the sole jurisdiction of the National Elections Authority, which is an independent body according to its founding law, for review and adjudication.
Elections timetable
The overseas voting of the first phase took place on 7 and 8 November at Egyptian embassies and consulates abroad.
The first phase of the 2025 House of Representatives elections inside the country was held last Monday and Tuesday 10 and 11 November in 14 governorates.
Judge Ahmed Bendary, Executive Director of the National Elections Authority, announced that 35,279,922 voters were eligible to vote in the first phase of the elections.
According to the announced timetable, voting in the second phase of the 2025 parliamentary election will take place on Friday and Saturday, November 21–22 for expats and on Monday and Tuesday November 24–25 for citizens inside the country in the remaining 13 governorates.
This phase covers Cairo, Qalyubia, Dakahliya, Menoufia, Gharbia, Kafr El Sheikh, Sharqia, Damietta, Port Said, Ismailia, Suez, North Sinai, and South Sinai
Results for this phase are scheduled to be announced on Tuesday, December 2.
If runoffs are needed, Egyptians abroad will vote on December 1–2 for the first phase and on December 15–16 for the second.
Inside Egypt, runoff voting will take place on December 3–4 for the first phase and on December 17–18 for the second.
