CAIRO – 15 November 2025: President Abdel Fattah El-Sisi met with Prime Minister Dr. Mostafa Madbouly and Minister of Petroleum and Mineral Resources Eng. Karim Badawi. President El-Sisi reaffirmed the need to provide additional incentives and facilitations for investors in the oil, gas, and mining sectors.
The President emphasized that such measures would help boost investment volumes and increase production to meet rising consumption and development needs, while continuing efforts to localize industries associated with these vital sectors.
Presidential Spokesman Ambassador Mohamed El-Shennawy stated that the meeting reviewed the strategic plan and key priorities of the Ministry of Petroleum and Mineral Resources during the current phase.
Discussions focused on the Ministry’s production and exploration activities, as well as efforts to strengthen the mining sector and increase its added value. In this context, Eng. Karim Badawi presented the Ministry’s plan for exploration drilling activities for the period 2026–2030.
The Minister also reviewed developments in Egypt’s mining sector, highlighting its capabilities, geological reserves, investment indicators, and the challenges it faces, along with the measures undertaken to address them in line with the national development strategy.
These measures include issuing a law to transform the Mineral Resources Authority into an economic public authority, developing a competitive model to attract both major and emerging investors, and tackling related financial and investment obstacles.
The meeting further discussed ongoing efforts to expand onshore and offshore oil and gas exploration, including incentives aimed at exploration companies, with the objective of making Egypt one of the most attractive destinations for investment in this field.
President El-Sisi directed that efforts be intensified to broaden exploration activities and build on successful experiences. The Minister reviewed planned exploratory drilling activities in the Mediterranean Sea in 2026, including the expected number of wells, investment costs, anticipated oil and gas reserves, production rates, and projected annual savings in the import bill. He also outlined the progress of seismic survey activities for 2025 and plans for 2026, along with natural gas production rates from July 2024 to October 2025, including the strategy to diversify gas supply sources.
Additionally, the Minister presented a report on his recent participation in the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC). This participation supports Egypt’s efforts to strengthen its presence in global energy forums and promote investment opportunities available to major international companies. He noted that his meetings and interventions at the conference highlighted Egypt’s energy sector priorities and stressed the importance of regional cooperation as a key pillar of energy security.
