CAIRO - 8 November 2025: Egyptian Minister of Foreign Affairs, Immigration, and Egyptian Expatriates Affairs, Dr. Badr Abdel-Aty, received a phone call on Friday, November 7, from Kaya Callas, High Representative of the European Union for Foreign Affairs and Security Policy.
 
The discussion focused on the bilateral partnership between Egypt and the European Union, as well as regional and international developments of mutual concern.

Ambassador Tamim Khallaf, the Ministry’s official spokesperson, stated that the conversation touched on the first Egyptian-European Summit held on October 22, which marked an unprecedented advancement in the bilateral partnership. The Foreign Minister commended the efforts of the High Representative and the European External Action Service in strengthening relations and consolidating the strategic partnership between Egypt and the EU.

He emphasized the importance of building on the summit’s outcomes and moving forward with the implementation of the memoranda of understanding signed across various fields. Callas echoed this view, reaffirming Egypt’s significance as a key EU partner and praising the pivotal role played by Egypt and its leadership in supporting regional security and stability. The Minister also expressed his anticipation for hosting the second summit in Egypt.

On the situation in the Gaza Strip, the Foreign Minister briefed the High Representative on Egypt’s efforts to solidify the Sharm El-Sheikh Peace Agreement, stressing the need for its full implementation. He highlighted the importance of progressing to the second phase of the U.S. President’s plan—which includes political, developmental, and humanitarian components—and advancing early recovery and reconstruction.

The Minister underscored the necessity of ensuring humanitarian aid reaches Gaza in quantities that meet the needs of its population. He outlined preparations for Egypt's hosting of the International Conference on Early Recovery and Reconstruction of Gaza in November, expressing hope for strong participation from EU member states. The two officials also discussed ongoing consultations in New York to secure a Security Council resolution welcoming President Trump’s peace plan, establishing the Peace Council, deploying an international force, and forming the Palestinian Administrative Committee.

The call also addressed the situation in Sudan. Both sides agreed that a military solution is not viable and stressed the importance of implementing the Quartet statement issued on September 12. They underscored the need to preserve Sudan’s unity, sovereignty, territorial integrity, and national institutions. The two officials condemned the recent violations in El Fasher and stressed the international community’s responsibility to halt such grave abuses.

They expressed deep concern over the worsening humanitarian situation and emphasized the need for coordinated efforts to achieve a humanitarian truce and a nationwide ceasefire, paving the way for a comprehensive political process. They also highlighted the importance of increasing humanitarian aid and ensuring its access across Sudan. Minister Abdel-Aty reviewed Egypt’s efforts within the Quartet Mechanism to support de-escalation and advance a comprehensive ceasefire.

The conversation concluded with an exchange of views on promoting peace and sustainable development across the African continent, particularly in the Sahel region. The Foreign Minister outlined Egypt’s efforts to support economic and developmental cooperation among African nations, reaffirming Egypt’s full commitment to strengthening the security and stability of sister African countries.

He highlighted Egypt’s extensive experience in post-conflict reconstruction and development, including its hosting of the African Union Center for Reconstruction and Development and the programs offered by the Cairo International Center for Conflict Resolution, Peacekeeping, and Peacebuilding.
