CAIRO - 25 October 2025: The Law Regulating the Exercise of Political Rights outlines a set of prohibitions governing electoral campaigning, aimed at ensuring fairness, transparency, and equal opportunity among candidates.

The law strictly forbids the following actions for campaign purposes:

- Violating the privacy of citizens or candidates.

- Undermining national unity or using religious slogans or symbols that promote discrimination based on gender, language, or belief, or that incite hatred.

- Using or threatening to use violence.

- Utilizing state-owned buildings, facilities, or means of transportation, as well as those belonging to public sector companies, public business sector entities, or organizations in which the state holds a share.

- Using public facilities, places of worship, universities, schools, campuses, or other public and private educational institutions for campaign purposes.

- Spending public funds or funds belonging to state-affiliated entities or civil society organizations.

- Writing or displaying campaign materials on the walls of government or private buildings.

- Offering or promising gifts, donations, cash or in-kind assistance, or any other benefits, whether directly or indirectly.

- Exploiting public office powers for campaign or propaganda purposes.

- Participation in any form of campaign activity by political office holders or senior government officials that could influence the election outcome or compromise equality among candidates — whether positively or negatively — is strictly prohibited.

- These provisions reinforce Egypt’s commitment to maintaining integrity and impartiality throughout the electoral process, ensuring that elections are conducted in a fair and transparent manner.
