Candidate nominations will be open from October 8 to 15, 2025.
The first phase of the elections will cover 14 governorates, with overseas voting scheduled for November 7–8, and in-country voting on November 10–11. Official results will be announced on November 18. Runoff elections for this phase will be held abroad on December 1–2, and domestically on December 3–4, with final results to be declared on December 11.
The second phase will cover the remaining 13 governorates, with overseas voting on November 21–22, and domestic polling on November 24–25. Results for this phase will be announced on December 2. Runoff voting will take place abroad on December 15–16, and within Egypt on December 17–18, with final results due on December 25.
Media coverage regulations
According to Article (32) of the Law Regulating the Exercise of Political Rights, licensed media outlets covering elections or referendums in Egypt must adhere to objectivity and professional standards. Coverage should highlight candidates’ platforms or provide neutral, fact-based discussions.
Media outlets must specifically:
- Avoid mixing opinion with news or advertising.
- Ensure accuracy and cite all sources.
- Use headlines that reflect actual content.
- Refrain from publishing unrelated photos.
- Avoid generalizations, misquotations, or misleading statements.
- Not ask voters whom they will or did vote for.
- Refrain from conducting opinion polls near polling stations.
- Disclose guests’ political or ideological affiliations when relevant.
- Avoid biased or suggestive questions.
- Allow equal opportunities for response and comment.
- Stop publishing ads or opinions after the official campaign period ends.
- Refrain from using religious slogans to support or oppose any candidate or referendum issue.
Monitoring and Penalties
Article (37) authorizes the National Elections Authority to form committees of its members and independent media experts to:
- Monitor daily election coverage.
- Analyze content for professional violations.
- Assess compliance with advertising and coverage regulations.
- Prepare daily reports of observed breaches.
If a violation is detected, the NEA will notify the media outlet’s legal representative with details and request a response within 24 hours. Based on the findings, the NEA may decide to:
- Accept the media outlet’s acknowledgment of the violation, requiring it to publish an apology and pledge future compliance.
- Order the media outlet to publish a critique of its editorial conduct written by the NEA.
- Suspend the media outlet’s right to publish any election-related coverage or polls for a specified period.
- The media outlet’s representative may appeal the NEA’s decision before the President of the Administrative Court under the Code of Civil Procedure provisions regarding orders on petitions.
