CAIRO - 30 September 2025: President Donald Trump's comprehensive plan for Gaza announced Monday has been met with approval across many countries in the world, including Egypt.

 

Trump thanked President Abdel Fattah al-Sisi for Egypt’s efforts in reaching a ceasefire in Gaza and  ending the war, as well as his thoughts, among others leaders', that contributed to the plan. 

 

Below are some of the most important points of the plan. 

 

1. Gaza will be demilitarized and free of terrorism, posing no threat to its neighbors.

 

2. Gaza will be redeveloped for the benefit of its people, who have suffered enough.

 

3. If both parties agreed to this proposal, the war will cease immediately. Israeli forces will withdraw to the agreed-upon line in preparation for a prisoner exchange. During this period, all military operations, including aerial and artillery bombardment, will be suspended, and the fighting lines will remain frozen until the conditions for a full phased withdrawal are met.

 

4. Within 72 hours of Israel's public acceptance of this agreement, all hostages, living and dead, will be returned.

 

5. Once all hostages are released, Israel will release 250 prisoners serving life sentences, in addition to 1,700 Gazans arrested after October 7, 2023, including all women and children. For every Israeli hostage whose body is returned, Israel will return the remains of 15 Palestinians from Gaza.

 

6. Once all hostages are returned, Hamas members who commit to peaceful coexistence and disarm will be granted a general amnesty. Hamas members who wish to leave Gaza will be granted safe passage to the receiving countries.

 

7. Upon acceptance of this agreement, aid will be immediately delivered to the Gaza Strip. At a minimum, the amounts of aid will be consistent with the January 19, 2025, agreement on humanitarian assistance, including the rehabilitation of infrastructure (water, electricity, and sanitation), the rehabilitation of hospitals and bakeries, and the entry of equipment necessary to remove rubble and open roads.

 

8. Aid distribution and entry into the Gaza Strip will be conducted without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international organizations not affiliated with either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement.

 

9. Gaza will be governed under interim governance by a non-political, technocratic Palestinian committee responsible for the daily management of public services and municipalities for the residents of Gaza. This committee will consist of qualified Palestinians and international experts, under the supervision and oversight of a new international transitional body called the “Peace Council.” 

 

The council will be chaired by Trump, with other members and heads of state to be announced, including former British Prime Minister Tony Blair. This body will establish the framework and manage funding for Gaza’s reconstruction until the Palestinian Authority completes its reform program, as outlined in various proposals, including the 2020 Trump peace plan and the Saudi-led proposal.
