CAIRO - 9 May 2023: The file of integrating and empowering people with disabilities in society and the labor market and developing their skills receives great attention from President Abdel Fattah El-Sisi, as he directed, during his participation in the Labor Day celebration, the necessity of adhering to the legally prescribed 5 percent rate for employment of people with disabilities.
 
In turn the Ministry of Manpower implements an urgent follow-up plan to ensure compliance with the employment of people with disabilities.
 
This report reviews how the Ministry of Manpower follows up on the implementation of the 5 percent rate:
 
1- Hassan Shehata, Minister of Manpower, directed the directorates in the governorates to quickly complete the inventory and provide data and information related to the preparation of facilities within each governorate, the percentage of people of determination being appointed in them, as well as the remaining numbers until these facilities meet the 5 percent rate.
 
2- After the enumeration process, a database for people with disabilities will be created, and the names of those who wish to work will be identified in this category, in preparation for training and qualifying them for the labor market.
 
3- Conducting follow-up inspections through the concerned departments in the directorates, as 126 awareness-raising campaigns were implemented to activate the Persons with Disabilities Law.
 
4- The Central Unit was formed to follow up the training, employment and care of persons with disabilities, headed by the Minister and with the membership of representatives of the ministries and concerned authorities, namely: the Ministry of Solidarity, the National Authority for Social Insurance, the Ministry of Education and Technical Education, the Ministry of Education and Scientific Research, the Ministry of Communications, the Ministry of Commerce and Industry, the “Productive Sufficiency Authority” at the National Council for Persons with Disabilities, the Enterprise Development Agency, and the Training and Rehabilitation Fund of the Minister of Manpower.
 
5- The Ministry will hold a weekly meeting with the directors of manpower directorates to follow up the extent of the establishments' commitment to fulfilling the 5 percent rate.
 
6- Manpower participation with the Ministry of Communications and the Ministry of Social Solidarity to launch a national platform for services for people with disabilities, including employment and training.
