Egypt's law allocates special account for spending measures of stray animals

CAIRO - 4 April 2023: Egypt's law allocates a special account to organize spending on stray animals.
 
The draft law regulating the possession of dangerous animals and dogs, which was finally approved by the Agriculture and Irrigation Committee, stipulates that “a special account shall be established in the competent authority within the unified treasury account at the Central Bank of Egypt or one of the banks registered with it after the approval of the Minister of Finance, in which the following resources shall be deposited:
 
1- What the state may allocate for the account in terms of appropriations.
 
2- The proceeds of the reconciliation consideration, the consideration for sheltering and isolating animals, and the fees and fines stipulated in this law.
 
3- A percentage of the value of the customs taxes for items of food for dogs, cats, and pet birds for decoration, whether they are prepared for retail sale or not.
 
4- Grants, endowments, donations, and guardianships in accordance with the purposes of the account and in accordance with the rules, controls, and procedures established in this regard.
 
5- Any other resources allocated in a manner that does not contradict with the laws, regulations and decisions in force.
 
These resources are allocated for spending on the purposes of financing the costs of the necessary measures to regulate stray animals that pose a danger to humans, sheltering and isolating animals and the cases stipulated in this law and other purposes to be determined by a decision of the Prime Minister based on the proposal of the competent minister after the approval of the Minister of Finance.
