CAIRO – 3 February 2020: The United Nations Support Mission in Libya (UNSMIL) announced, on Tuesday, the results of the Libyan National Dialogue Forum members’ voting for the positions of the Presidential Council, after the counting process.

 

The UN mission said that all the candidates for the Presidency Council failed to obtain 70 percent to win the position, which means that the electoral process will move to the list system during the second voting process, meaning that a list that includes the President of the Presidency Council, two deputies and the Prime Minister will be formed.

 

According to the mechanism that was agreed upon to choose the executive authority, the 75 members of the Dialogue Forum were divided into 3 electoral groups, representing the historical regions of Libya, which are Tripoli, Barcaei, and Fezzan. Each region chooses whoever represents it on the Presidential Council, provided the winning candidate gets 70 percent of the vote.

 

If the region is unable to reach an agreement on who will represent it in the Presidential Council, then a list system will be used in which all members of the forum will determine the candidates, then voting will take place in an extended session after the approval of at least 17 members of the Forum for Political Dialogue, (Eight from Tripoli, six from Cyrenaica, and three from Fezzan).

 

The list wins when it gets 60 percent of the total votes in the first round. If this is not possible, the two lists with the most votes will enter the run-off where the winning list must obtain more than 50 percent of the vote.
