CAIRO - 9 June 2026: Egyptian Minister of Civil Aviation Dr. Sameh El-Hefny, presented to the Senate's Housing, Local Administration, and Transportation Committee the outlines of the comprehensive strategy for developing the civil aviation sector, in line with the Egyptian state's objectives.
This strategy aims to support integration between the executive and legislative branches, and enhance the sector's efficiency and sustainability as a key pillar of the national economy.
The Minister emphasized that EgyptAir's development plan includes: modernizing and expanding its fleet.
Currently owns 72 aircraft, the company has a target of adding 28 new aircraft during 2026 and 2027, bringing the total to approximately 125 aircraft in the coming years.
This expansion will support the air network, open new destinations, and contribute to achieving the goal of attracting 30 million tourists annually, as outlined in Egypt's Vision 2030.
The plan also includes refurbishing the cabins of 19 B737-800 aircraft and upgrading the digital services system, call center, and website.
Minister El-Hefni explained that EgyptAir faced significant challenges in recent years due to the repercussions of the COVID-19 pandemic, exchange rate fluctuations, and increased foreign currency obligations.
However, it has recently succeeded in significantly reducing its accumulated losses, aiming to eliminate them entirely within four years. He noted that the company achieved positive financial results during the 2024/2025 fiscal year, reflecting improved operational and financial performance.
The Minister indicated that Air Cairo currently owns 42 aircraft, with a plan to increase its fleet to 82 aircraft within the next four years. He also highlighted the company's enhanced role in supporting tourism, particularly after its success in transforming Hurghada Airport into a major hub that facilitated the transfer of approximately 20% of inbound tourist traffic.
He further explained that the Ministry is working to strengthen private sector participation in airport management and operation in cooperation with international institutions, including the International Finance Corporation (IFC), with the intention of offering Hurghada International Airport for lease through competitive and transparent mechanisms.
In concluding his speech, the Minister of Civil Aviation affirmed the Ministry’s commitment to studying and implementing the proposals of the representatives in a way that supports the development of the aviation sector, stressing that continuous coordination between state institutions contributes to strengthening Egypt’s position as a leading regional center for air transport.
