CAIRO – 4 September 2018: Speaker of the Egyptian House of Representatives Ali Abdel Aal announced on Oct. 3 that the next general session of the Parliament will be held on Sunday, October 21.

After a two-month summer recess, the Parliament’s fourth legislative round started on Tuesday, October 2, in accordance with the presidential decree published in the Egyptian state’s official gazette on Sunday.

The first session was a procedural session that started with an opening speech by Abdel Aal.

Each elected Parliament has five legislative rounds, with each lasting a minimum of nine months, according to the Egyptian Constitution.

The session is expected to see the passing of several important draft laws, most notably the draft laws on: local administration, the reconciliation procedure in case of building violations, water resources and irrigation, traffic and the Criminal Procedure Law. The session is also expected to witness the amendment of the Unified Building Law No. 119 of 2008.

10 draft laws expected to pass during Parliament's 4th session

CAIRO - 26 September 2018: The Parliament's fourth legislative round will start on Tuesday, October 2, in accordance with the presidential decree published in the Egyptian state's official gazette on Sunday. It is scheduled that the first session of the fourth round will be a procedural session, and will start with an opening speech by Parliament speaker Ali Abdel Aal.




In an opening procedural sitting on Oct. 2, Parliament Speaker Abdel-Aal informed MPs that President Abdel Fatah al-Sisi asked Parliament in an official letter to open new debates on a law regulating clinical trials and medical research.

President Sisi objected to some articles of the draft law regulating medical and clinical research, calling the Parliament to reconsider them, House of Representatives’ Speaker Abdel Aal announced on Oct. 2 during the fourth round’s plenary session.

President Sisi referred in his letter to the Parliament that the draft law is important and dangerous, as it is related to the protection of the constitution, the sanctity of the human body, and the freedom of scientific research.
